INTERVENTION AND SAFETY TECHNIQUE FOR CONTROLS ON BOARD

In West and Central Africa, sea and river routes are the main entry and exit points for the flow of goods into countries, and to a lesser extent, of people. Their importance is strategic for the African economy, and more generally the mastery of the territory. Controlling the various potential fraud vectors is therefore an essential element of the overall strategy for securing and controlling the flow of goods and people. Within the framework of the fight against the various illicit traffics transiting by sea, it is necessary that the units in charge of controls master the associated methodology, at quay and at sea, including in mooring area. Beyond specific knowledge of excavation and regulatory provisions, teams must also master intervention and safety techniques whatever the vector concerned, whether a merchant vessel or a more modest vessel. It is to acquire this skill that ISMI is offering a five-day seminar on intervention techniques and control security, 1st level training which will then be supplemented by in-depth training in ship searches. 15 auditors – customs officers, naval officers, police, etc. – coming from 13 countries of the Gulf of Guinea are expected. This training, organized in collaboration with the post of the Regional Customs Attaché of Dakar, is supported by the Republic of Côte d’Ivoire and by the Directorate of Security and Defense Cooperation (DCSD). The internship will take place on the campus of the Regional Academy of Marine Sciences and Techniques (ARSTM) in Yopougon, Abidjan. Practical workshops aboard merchant ships will be conducted with the assistance of the owners African Express Line and IRES and the marine insurer P&I. Journalists are invited to attend the inaugural session of this training which will be held at the Regional Academy of Marine Sciences and Techniques (ARSTM – Yopougon, Niangon) on Monday May 20, 2019 at 9:00 am.
