Presentation of Master 2 diplomas “Law and security of maritime and oceanic activities” to students of the 2018-2019 class and official start of the 2019-2020 class

On Friday 22 November 2019, the ARSTM’s Interregional Maritime Security Institute (ISMI) celebrated the graduation of the students of the third class of the Master 2 “Law and Security of Maritime and Oceanic Activities” (DSAMO). The fourteen students, from Côte d’Ivoire, Benin and Gabon, have all successfully completed the ten months of this high-level multimodal training delivered in partnership with the University of Nantes and with the support of French cooperation, which largely finances this programme.

The Permanent Secretary of the Inter-ministerial Committee for State Action at Sea (SEPCIM-AEM), Mr. ABROULAYE FOFANA, sponsor of the outgoing promotion, recalled that this training programme had been set up in order to “support the Yaoundé process aimed at securing the maritime areas of the Gulf of Guinea”.

Colonel KARIM COULIBALY, Director General of ARSTM, stated that “The launch of this Master’s degree is the result of a long-standing wish of our States to have at their disposal a high-level strategic training mechanism for the promotion and protection of the blue economy”.

The Defence Attaché, Colonel XAVIER CLOCHARD, representing the French Ambassador to Côte d’Ivoire, congratulated the new graduates and stressed that this training is “an asset for strengthening the rule of law, and undeniably contributes to defending maritime interests in terms of security, economic, social and ecological issues in the sub-region”.

Many authorities honoured ISMI with their presence: Mrs NKOGHE BEKALE, wife of H.E.M. the Prime Minister of Gabon, Mrs ESSINGONE OBAME, Minister Delegate for Transport of Gabon, His Excellency Mr MOUNGUNGUI NZIGOU, Ambassador of Gabon to Côte d’Ivoire, Mr KONAN BONIFACE, Director of CRESMAO, Mrs CHRISTINE GUERRIAU, representing the Pays de la Loire Region, Mrs VALERIE BORE-EVENO, representing the President of Nantes University, etc.

This ceremony also marked the beginning of the academic year for the 2019-2020 promotion, with fourteen students from five Gulf of Guinea countries: Côte d’Ivoire, Benin, Togo, Gabon and Congo.
